An East German restaurateur couple are to celebrate their silver wedding. Much to their annoyance, their West German relatives, who up to now have only been sending packages, have also announced their intention to pay the couple a visit. Valuables are tucked away in a closet and everyone dresses down in order to keep up the appearance of East German poverty – hoping for the packages to keep coming.

Itäsaksalainen ravintoloitsijapariskunta juhlii hopeahääpäiväänsä. Ikäväksi yllätykseksi länsisaksalaiset sukulaiset, jotka ovat tähän asti tyytyneet lähettämään paketteja, ilmoittavat sähkeellä tulostaan. Arvoesineet korjataan piiloon, ja kaikki pukeutuvat huonoimpiinsa pitääkseen yllä mielikuvaa itäsaksalaisesta puutteesta – uusien pakettien toivossa.

The secretary of accountant Tüte brings her boss a letter with new instructions on saving paper. Herr Tüte feels that steps must be taken and calls a meeting with his colleagues in order to ask them for suggestions on new directives. His request creates a veritable flood of memoranda! Finally, the suggestions end up in the shredder and are recycled into toilet paper for which there is great demand in the marketplace. Tüte considers the new directives to have been a smashing success. He emphasises this view to his boss who, however, is prepared to declare Tüte quite insane.

Kirjanpitäjä Tüten sihteeri tuo esimiehelleen uuden määräyksen paperin säästämisestä. Herra Tüte kokee uusien toimenpiteiden olevan tarpeen ja kutsuu kaikki kollegansa koolle pyytääkseen näiltä jokaiselta ehdotuksen uusiksi toimintaohjeiksi. Pyyntö saa aikaan varsinaisen kiertokirjeiden tulvan! Lopulta ehdotelmat joutuvat paperisilppuriin ja kierrätykseen. Niistä jalostetaan wc-paperia, joka kohtaa suuren kysynnän. Tüten mielestä toiminta on ollut suuri menestys, ja tätä hän painottaa myös kertoessaan asiasta esimiehelleen – joka tosin on valmis julistamaan Tüten hulluksi.

Scene: Foreign office in Bonn. Early in the morning, two cleaning women amuse themselves by snickering at a picture of Chancellor Konrad Adenauer and turning it upside down. They complain about the office being dirty but then proceed to correct their words – of course it is dirty, it is where foreign policy is done, after all! Finally they have to agree with the US representative McCloy that the office has been successfully denazified – “they only get in at 9.” This episode was probably never passed on to the authorities.

Ulkoisten asioiden virasto Bonnissa. Kaksi siivoojaa huvittelevat aikaisin aamulla naureskelemalla liittokansleri Konrad Adenauerin kuvalle ja kääntämällä sen ylösalaisin siivotessaan. He valittavat paljosta liasta, mutta korjaavat sanomaansa – onhan se ymmärrettävää, kun kyseessä on sentään ulkopolitiikka! Lopulta he päätyvät olemaan täysin samaa mieltä yhdysvaltalaisen edustajan McCloyn kanssa siitä, ettei virastossa ole enää kansallissosialisteja – ”nehän aloittavat vasta yhdeksältä.” Tätä jaksoa ei luultavasti ikinä toimitettu eteenpäin.

Margarine plant owner Alfons Popke is arrested in West Berlin for illegal business activities. Police commissioner Renftel allows him to have his cell cozily furnished and receive visitors. In the middle of his dinner, a state lawyer suddenly arrives, apologising profusely for the treatment. Popke is now a free man. A new prisoner is brought in and the cell is instantly restored to its original state. As Popke passes Lady Justice, he tosses some money into one of the scales held by the statue. The statue lifts her blindfold slightly, takes a look at the note she has been given and then winks at Popke. The subject matter of the episode refers to a scandal involving the West Berlin margarine mogul Oberjat.

Margariinitehtailija Alfons Popke pidätetään Länsi-Berliinissä laittomasta liiketoiminnasta. Poliisimestari Renftel antaa hänen sisustaa sellinsä kodikkaasti, vaimo ja tytärkin saavat käydä vierailuilla. Hänen juuri päivällistäessään saapuu yllättäen valtion lakimies pyytäen useamman kerran anteeksi tätä kohtelua. Popke pääsee vapaaksi, selliin tuodaan uusi vanki, ja selli muutetaan salamannopeasti vanhaan olomuotoonsa. Kulkiessaan ”Oikeus”-patsaan ohi hän heittää patsaan vaakakuppiin rahaa. Patsas ottaa siteen silmiltään, katsoo hetken saamaansa seteliä ja vilkuttaa silmää Popkelle. Aihe viittaa skandaaliin länsiberliiniläisestä margariinitehtailija Oberjatista.

Customer school gives instruction on how to win sales personnel over with smiles, flowers, chocolate and other attentions. Rehearsals are a resounding success. When the students proceed to test their skills in practice – attempting to purchase pins – they are faced with a situation that goes directly against everything they learnt. The docent tells his students in calming tones: “We’ll keep on trying!” The group had accidentally run into an experiment, due to be introduced in the GDR only in 1970.

Asiakaskoulussa pidetään kokeita siitä, miten myyntihenkilökunta on mahdollista voittaa puolelleen hymyillä, kukilla, suklaalla ja muilla huomionosoituksilla. Harjoitukset onnistuvat esimerkillisesti. Kokeillessaan taitojaan käytännössä – nuppineulojen hankinnassa – ryhmä joutuu tilanteeseen, joka kumoaa kaiken heidän oppimansa teorian. Dosentti rauhoittelee heitä: ”Me jatkamme tästä!” Ryhmä oli törmännyt kokeiluun, jonka on tarkoitus saapua DDR:ään vasta vuonna 1970.

Doctor Mahlmann’s roof is leaking. Is spite of the community guideline “everyone helps everyone out”, Kohlmey, the roofer, only has this to offer the doctor: “Repair it? Oh no, production always takes priority over repairs…” As Kohlmey takes his leave from the doctor’s house and a tile from the leaking roof falls on his head, he has to experience himself what it means when production takes priority over repairs…

Tohtori Mahlmannilla sataa katosta läpi, mutta – yhteisön ohjenuorasta ”kaikki auttavat kaikkia” huolimatta – katontekijä Kohlmey lohduttaa häntä vain vähättelemällä: ”Korjaus? Ehei, kyllä tuotanto menee aina korjauksen edelle…”. Kun Kohlmey menee kadulle ja hänen päähänsä putoaa kattotiili, hän saa kokea käytännössä, mitä tuotannon etusija tarkoittaa…

Hamburg student Günter Frei makes fun with his friends of a picture depicting East German students participating in a political march. They denounce East Germans as nothing but “stipend hunters”, whereas they themselves are “free to choose”. And what a freedom it is: being free to choose between dusting rugs, dubious bed advertisements, callgirl jobs or, like Günter Frei, being a walking advertisement for Persil. Showing this episode was prohibited after June 1959 on grounds that “the objective of the film, proving the western notion of ‘freedom and human dignity’ an empty phrase and a lie, was no longer attainable.“

Hampurilainen opiskelija Günter Frei tekee opiskelutovereidensa kanssa pilaa lehtikuvasta, jossa itäsaksalaiset opiskelijat osallistuvat poliittiseen marssiin. Heidän mielestään itäsaksalaiset ovat pelkkiä ”stipendinmetsästäjiä”, sitä vastoin heillä on ”vapaus valita”. Tämä vapaus onkin mittava: valitako työkseen matonhakkaus, epäilyttävät sänkymainokset, callgirl-paikat vai, kuten Günther Frei, ”Persil on aina Persil” -mainostaulun kantaminen. Jakson näyttäminen kiellettiin kesäkuun 1959 jälkeen. Perustelu oli seuraavanlainen: ”Elokuvan tavoitetta, länsimaisen oletuksen ’vapaudesta ja ihmisarvosta’ osoittamista pelkäksi tyhjäksi fraasiksi ja valheeksi, ei ole enää mahdollista tavoittaa.”

Russig is the manager of a more or less suspect enterprise in West Berlin. One of his employees finds out that a collegue who has been dead for years still receives his paycheck regularly, and Russig is arrested. Other members of the Immertreu ring inform Russig’s superior about this, who in turn contacts the chief of police. Russig is promptly released. The film was turned down because “the name of the chief villain, Russig, is a problem. When spoken, the last syllable of the name sounds misleadingly like ‘-isch’. This creates the impression that the protagonist is, in fact, called Russisch [Russian]”.

Russig on erään enemmän tai vähemmän epäilyttävän yrityksen johtaja Länsi-Berliinissä. Eräs työntekijä saa selville, että vuosia sitten kuolleelle kollegalle maksetaan yhä palkkaa, ja Russig pidätetään. Muut Immertreu-renkaan jäsenet kertovat Russigin esimiehelle, joka heti ottaa yhteyden poliisipäällikköön, ja Russig vapautetaan. Elokuvaa ei hyväksytty esitettäväksi, koska muun muassa ”ongelmana on pääroiston nimi Russig. Puhuessa viimeinen tavu -ig kuulostaa erehdyttävästi -isch:iltä. Tämän takia syntyy käsitys, että päähenkilön nimi onkin Russisch (suom. venäläinen).“

In a Cologne secondary school classroom, three swastikas have been drawn on the blackboard, with “Wake up, Germany!” written under them. A new teacher walks in, instantly grabs the sponge and erases the hooks, so that only the crosses remain. He asks who of the students lost a father, a brother, an uncle or a brother-in-law in the Second World War, and who had their house burnt down. Finally, the whole class is standing in silence. The teacher says: “Fascism means war, Ernst Thälmann told us that.” One of the students walks up to the board and erases the horrible signs altogether. “This is how a teacher began his class in Cologne yesterday morning, and how about today? He has already been dismissed because he began with Thälmann.”

Eräässä kölniläisen lukion luokassa on maalattu taululle kolme hakaristiä, joiden alle on kirjoitettu ”Herää Saksa!”. Sisälle astuu uusi opettaja, joka ottaa heti sienen ja pyyhkii hakaset pois, niin että vain ristit jäävät. Hän kysyy oppilailta, kenen isä, veli, setä tai lanko kuoli toisessa maailmansodassa tai kenen koti paloi. Lopulta koko luokka seisoo vaieten. Opettaja sanoo: ”Fasismi merkitsee sotaa, sen julisti jo Ernst Thälmann”. Eräs oppilaista menee eteen ja pyyhkii pois nuo kauheat merkit. ”Näin aloitti siis eilen aamulla eräs opettaja Kölnissä oppituntinsa, entä tänään? Hän on jo erotettu, koska hän aloitti Thälmannilla.”

An accident almost happens in a state-owned building owing to a faulty bannister. The tenants complain about the responsible authorities and promptly proceed to compose a letter to the prime minister of the GDR. Then, one of the tenants arrives and mends the bannister with a few flicks of the wrist, leaving the others fuming…

Eräässä valtiolle kuuluvassa talossa tapahtuu viallisen kaiteen takia melkein onnettomuus. Vastuullisia viranomaisia haukutaan ja DDR:n pääministerille kirjoitetaan heti kirje. Silloin paikalle saapuu eräs talon asukkaista ja korjaa vialliset kohdat muutamalla käden liikkeellä. Toiset ovat raivoissaan…

Zeus is told by his secretary that, on Earth, people are complaining about the distribution of goods. In the monitor, he sees people in Leipzig protesting about the shortage of matches. Prometheus is called in to help. Given the assignment of sorting things out in the GDR, he journeys down to Earth on a comet, dressed as a mere mortal. In Riesa, he laments the poor quality of matches and finds out that the plant is only allowed to sell matches to Konsum retailers. Finally Prometheus quickly does away with this flaw, and peace is restored.

Zeus kuulee sihteeriltään valituksista tavarainjaon puutteellisuudesta maan päällä. Monitorista hän näkee Leipzigissa protestoivat ihmiset, joiden valituksen aiheena ovat puuttuvat tulitikut. Prometheus kutsutaan apuun. Hän saa Zeulta tehtävän hoitaa asiat DDR:ssä kuntoon. Hän matkustaa ihmiseksi pukeutuneena komeetan kyydissä maanpinnalle. Riesa-yrityksessä hän valittelee tikkujen huonoa laatua ja saa tietää, että kyseinen firma saa myydä tikkuja vain Konsum-jälleenmyyjille. Lopulta hän saa ongelman ratkaistua, ja rauha palaa maahan.

Three gangsters knock the nightwatchman unconscious and attempt to break into a safe. Once they open the door, the alarm is set off and they flee through the window without loot, thus angering their boss. Ricky suggests a novel approach. They dress up as American soldiers and partake in a charity bazar. They organise a party game in which all guests present place their valuables on a table. Then the lights go out. By the time someone finds the switch, all three game hosts are gone and – to the dismay of the guests – the money and jewellery, too. This is the second, altered version of the episode; the original version gave the impression that the responsibility for the crimes perpertrated by Germans can easily be placed on the Americans.

Kolme gangsteria kolkkaa yövahdin ja yrittää murtautua tallelokeroon. Oven avaaminen laukaisee hälytyksen, ja he pakenevat ikkunasta ilman saalista. Heidän pomonsa on vihainen. Ricky ehdottaa uutta tapaa toimia. He pukeutuvat amerikkalaisiksi sotilaiksi ja ottavat osaa salaneuvos Lambertin hyväntekeväisyysbasaariin. Siellä he järjestävät yhteisleikin, jossa kaikki paikalla olevat laittavat arvoesineensä pöydälle. Sitten valot sammuvat. Kun valot saadaan taas päälle, ovat – vieraiden järkytykseksi – kaikki kolme pelinjärjestäjää kadonneet, samoin rahat ja korut. Tämä on elokuvan toinen, muutettu, versio, koska ensimmäinen versio loi käsityksen, että saksalaisten tekemät rikokset on helppo työntää amerikkalaisten syyksi.
